Work you'll do/Responsibilities

Deloitte is seeking a Director/Chief of Party (Specialist Leader) for the USAID Next Gen GHSC Control Tower who is tech savvy, supply chain aware and has a history of working with USAID. The Director will serve as the primary liaison to USAID and be a key member of our project steering committee. Help translate USAID/Development terminology to and from our team of experts who have served Commercial and other US Government Agencies. The individual will be responsible for orchestrating administrative and operational aspects of the program. They will be responsible for ensuring financial performance is effective and efficient and provide technical direction and technical leadership to the team. They will be responsible for:

• Overseeing the design, implementation and operations of the Control Tower

• Coordination with USAID

• Ensure functional and technical capabilities are brought together seamlessly to deliver

• Lead the cohort of technical practitioners delivering the functionality

• Teaming with our other leaders in coordination for all other GHSC participants

• Maintaining an awareness of strategic direction, strategic risks and strategic opportunities

• Ensure quality of delivery

• Guide innovation

• Provide thought leadership

  • 10+ years of experience with Project/ Program management

  • 4+ years of experience in LMIC (Low-middle income country) or Development contexts

  • 4+ years of experience working with USAID or other donor agencies at the global level

  • 10+ years of experience delivering technology-enabled data analytics and/or innovative technology solutions to the LMIC context

  • 10+ years of experience delivery supply chain program or projects with integration of leading practices including SCOR model

  • Familiarity with Data Analytics/Data Management tools, techniques and applications such as: DataFlow, Pub/Sub, Data Catalog, DataPrep, Spanner, GCP tool suite, DataProc, BigQuery

  • Able to travel internationally

  • Strong problem solving and troubleshooting skills with the ability to exercise mature judgment.

  • Strong project management and delivery experience, including project planning, budget oversight and staffing of project teams including time management.

  • Master's degree

  • Ability to obtain and maintain Secret clearance

  • Must be legally authorized to work in the United States without the need for employee sponsorship, now or anytime in the future


  • Direct experience with applying supply chain principles and leading practices in the LMIC context

  • Demonstrated record of embracing and/or deploying emerging technologies

  • Multi-lingual fluency

  • Experience with selling to C-level executives (or the government equivalents) and with business development activities.

  • Strong oral and written communication skills, including presentation skills (MS Visio, MS PowerPoint). Working knowledge and experience of MS Office applications and training development tools.

  • Able commute to Washington, DC (USAID HQ)
