Mid-Level Federal Financial Business/Tech SME

Work you ll do

Support FM Business Solutions Office (FMZ) to create, plan, & implement solutions for improved processing, analysis, collection, organization, storage, mgmt, retrieval, & use of financial data from across the enterprise

  • Supports the Financial Mgmt Directorate & FMZ

  • Assists government w/ financial mgmt operations

  • Monitors & coordinates program resource allocations

  • Supports Government representatives at meetings

  • Supports the Momentum system enhancements

  • Provides assistance & advice to NGA for troubleshooting current Momentum functionality

  • Translates operational requirements into technical specs & implementation

Duties include:

  • Develop business cases & derive system enhancements

  • Develop & maintain system/training documentation

  • Participate in joint meetings related to O&M of NGA s core financial systems

  • Develop IV&V testing processes to validate system updates

  • Coordinate/participate in technical exchange meetings

  • Coordinate/participate in milestone events to include requirement reviews, design reviews, program mgmt reviews

  • After operational needs for enhancements or system changes are assessed, develop tech requirements/specs for development/test

  • Coordinate w/ security organizations facilitating security certification/accreditation documentation & activities such as security reviews

  • Develop reference architectures, implementation plans, conops, exercise plans, data strategies & process flows

  • Troubleshoot system related issues (SF-133 reporting issues & other accounting data issues)

  • Support Financial Audit Remediation Activities

  • Develop/validate as-is & to-be business processes & conduct gap analysis

  • Develop, interpret & revise accounting & finance systems policies & procedures, system designs, & requirements

  • Participate in UAT of software/interfaces, development of test strategy/testing

Our Finance & Enterprise Performance team works as a trusted advisor to CFOs, COOs, CIOs, and key executives. We advise, implement and deliver as-a-service solutions, helping our clients develop strategies and capabilities to support enterprise-wide decision-making, improve finance operations, and create impact within their organization.

Qualifications

Required:

  • Active Top Secret SCI Clearance

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

  • Bachelor s degree or higher in a business related field such as Business, Finance, Accounting, Mgmt, CompSci, Econ

  • 8 years of total experience assessing federal financial business processes, developing financial systems options, & implementing system solution to include demonstrated experience w/ federal financial mgmt including all aspects of PPBE &/or accounting.

Preferred:

In addition, specialized demonstrated experience in the following (total 4 years):

  • At least 1 year demonstrated experience supporting Momentum-based financial systems & development (may include upgrades, enhancements, full implementation)

  • & at least 1 year demonstrated experience assessing audit findings & recommendations & developing or executing corresponding Corrective Action Plans in support of FISCAM

  • & at least 1 year of demonstrated experience executing or writing advanced VBA & SQL scripts for testing & execution

  • & at least 1 year demonstrated experience w/ design, execution, testing of Momentum-related reports or execution of 1099 process in momentum & familiarization w/ 1099 IRS requirements

Desired:

  • CISA

  • CGFM

  • At least 5 years of program mgmt experience w/ PMP

  • Demonstrated experience w/ system administration functions related to Momentum financials

  • At least 5 years of demonstrated experience managing multiple projects simultaneously

  • At least 3 years of demonstrated experience w/ Momentum Acquisition or other modules

  • At least 3 years of demonstrated experience implementing interfaces between Momentum Financials & other Momentum modules

  • At least 3 years of demonstrated experience developing life cycle cost estimates utilizing various methodologies (i.e. parametric, analogous)

  • At least 3 years of demonstrated experience w/ TM-1 & COGNOS.

  • At least 2 years of demonstrated experience w/ NGA Momentum instance GEO-F
