Deloitte Lead Analyst, GPS Rates & Regulatory Reporting in Raleigh, North Carolina
The GPS Rates & Regulatory Reporting team develops the indirect rates that are used by the business for pricing, billing, and revenue recognition. A significant regulatory requirement related to the final indirect rates is the Incurred Cost Submission. The final Incurred Cost Submission is an annual requirement but is prepared throughout the year. This effort includes compiling general ledger data, creating journal entries to ensure compliance with Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS), creation of ICS schedules as required by the Defense Contract Auditing Agency's (DCAA) Checklist, project level analyses, cost impact analyses, and audit support related to the submission. In addition, this role requires support of the systems and reports needed to prepare the submission. We are hiring a Lead Analyst to support developing the schedules, analytics, and supporting the audits related to the Incurred Cost Submission.
The Lead Analyst will prepare and analyze various schedules included in the Incurred Cost Submission and support related internal and external audits. This role may be responsible for leading sub areas of Incurred Cost Submission. Other responsibilities include reconciliation between ICS schedules and supplemental data, as well as supporting compliance related analyses. This role will also work with the Forward Pricing Rate Proposal (FPRP), Home Office, and GPS Cost Accounting teams as needed for data that crosses between teams.
Illustrative Duties and Responsibilities
Prepare various direct and indirect schedules included in the Incurred Cost Submission (ICS)
Validate ICS contract type for direct projects to ensure correct placement on direct schedules. Initiate and test required changes by working with Project Setup Team
Coordinate and test necessary changes and enhancements to ICS schedules by working with Business Systems team
Assist in the documentation and monitoring of internal controls, process improvements, and training of various stakeholders
Utilize multiple financial and reporting systems to research adjustments, analytics, and reconciliations
Produce supporting records for schedules (including multiple supplemental schedules) in anticipation of audit requirements
Prepare PowerPoint presentations as needed for internal meetings or audit walkthroughs
Provide support to GPS Controller or GPS Rates & Regulatory Reporting Leader on special projects as assigned
Ensure Desk Aids, instructions, and Business Policies and Procedure documents (BPPs) are clear, accurate, and up to date for owned tasks
Technical Skills
Strong knowledge of federal government contracting regulatory requirements including knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), as well as general accounting principles and concepts
Critical thinking skills and strong attention to detail
Strong analytical and organizational skills
Experience with ledgers and querying tools (Costpoint, Cognos, SAP, and Analysis for Office (AO) preferred)
Excel skills required (v-lookups, sumifs, and pivot tables)
Proficient in Microsoft Word and PowerPoint
Preferred Skills

Education & Experience
Bachelor's degree in Accounting or Finance
Minimum of 3 years accounting experience
Preferred accounting or finance experience in a Federal Government Contracting environment

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $78570 to $144695.
You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
