Deloitte Facility Security Officer in Lake Mary, Florida

Title: FacilitySecurity Officer/Assistant Facility Security Officer (FSO/AFSO)

Location: LakeMary Florida Orlando


Deloitteis seeking an experienced Facility Security Officer to administer the dailyoperations of the National Industrial Security Program (NISP), and implementprocedures and controls to safeguard classified as well as special programinformation, as required. Key to success in this role includes theability to implement NISP security operations with Controlled UnclassifiedInformation (CUI) security requirements embedded in our federal contracts,related to federal client-designated CUI/sensitive information and personnelsecurity program requirements.


Manageand conduct NISP operations and support Government and Public Services "GPS" Security Team personnelaffiliated with both Department of Defense/NISP User Agencies contracts/clients as well as Intelligence Community programs/clients thatincludes both "access elsewhere" and possessing facility operationalenvironments.

Ensurecompliance with DOD/Federal/Intelligence Community regulations that govern thecritical security disciplines of both NISP/NISPOM and SCI classifiedcontract-related security operations.

Maintaincognizance and oversight of all NISP-affiliated or Sponsored classifiednetworks and/or contracts, providing advisory and risk evaluations throughoutthe contract lifecycle in coordination with GPS Contracts and otherEnabling Areas.

Ensuresubcontractors required for classified contract support are appropriatelycleared and that the necessary contract security requirements are reflected inthe subcontract documentation and include a properly executed DD254/ContractSecurity Classification Specification.

Definepersonnel security program requirements for implementation. As needed,administer, perform and support the personnel security products/processesassociated with NISPOM collateral clearances, Special Access processing, andSCI accesses, to include required oversight of security training, debriefings,employee termination briefings, and facilitate required badging/access controlprocedures (both client-related and internal to Deloitte for classified areaaccess).

Developand deliver required NISP security awareness training courses for all clearedDeloitte professionals.

Provideadvisory and consultation to GPS leadership, senior management, projectmanagers, and engagement team members.

Reportall security violations and compromises/potential compromises of classifiedinformation to the HQ Facility Security Officer.

Conductsecurity-related liaison activities with external (client) customers/Governmentsecurity officials, internal (Deloitte) GPS leadership, and EnablingAreas (GPS Contracts, Recruiting and Talent, as necessary).

Review,coordinate, publish (and amend, as needed) security program governancedocumentation e.g., policies, procedures, Standard Practice Procedures (SPP)manuals, Technology Control Plans, and Systems Security Plans.

Managethe Self-Assessment program between DSS Security Vulnerability Assessments tomonitor the overall security status of classified contracts/operations andprovide recommendations for corrective actions, to include establishingcontinuous evaluation criteria.

Performother related duties as required, necessary or directed to assure acomprehensive and viable security program within the guidelines of the NISPOM.

Position-specificRequired Skills:

Aminimum of 5 years technical program management experience as an AFSO or FSO inthe NISP.

ABachelor s degree or an Associate's degree (coupled with 5 or more years ofwork experience).

Strongworking knowledge of National Industrial Security Program Operating Manual(NISPOM), DOD personnel and information security regulations, informationsystems security program requirements, Intelligence Community Directives(ICDs), and other related Federal security laws, directives andregulations. [Knowledge of DoD and Federal Agencies' controlledunclassified information (CUI)/sensitive information security requirements,preferred.]

Completionof FSO for possessing facilities certification-related courses and training (orIndustrial Security Professional/NCMS certification).

Expertknowledge of Joint Personnel Adjudication System (JPAS), ISFD, and ScatteredCastles.

Effective/demonstratedcustomer relationship skills, with an understanding of compliance and businesspartner balance.

Effectivepresentation and public speaking skills and experience; demonstrateddevelopment and delivery of training programs (tailored to specific clientneeds) is essential.

Effectivewritten communication skills, able to span interactions with all levels ofprofessionals within the organization (cleared employees, program teams, andDeloitte leadership).

U.S.Citizenship and active Top-Secret clearance required with current SCIaccess/eligibility preferred.

Position-specific DesiredSkills:

Bachelor sDegree, Advanced Degree with Security Specialization, ISP Certification.

Experiencein physical and facilities security program management to include accreditationpolicies and processes associated with both NISP secured areas and SCIFenvironments.

5 years of experience working in a security team environment that israpid-response, customer-focused and results-driven.

Recentcompletion of a Client Intelligence Community CSSO course.

Completionof Comsec course and knowledge of the DIAS accountability program.


Theprimary work location is Lake Mary Florida with occasional travel to officeswithin Northern VA/DC/MD for both internal and external client meetings/support andprofessional security networking/meetings. Travel to other Deloitte (U.S.)locations outside of Florida and the GWDC area may be required for client advisory,inquiries and establishment of new secured facilities within the region.
