Deloitte Agile Functional Lead - Health & Human Services in Denver, Colorado

Work you'll do

Functional Lead/Track Lead

As a Functional Lead you will lead a small team through the SDLC process for a component of a large system implementation project. Leads will have the ability to facilitate client discussions in the gather of requirements and design for the system components they would own and be the focal point for a development and testing team as those system components are built and validated. Candidates will demonstrate core consulting and communications skills and have experience with system implementation and the SDLC process Leads will have the opportunity to learn more about our clients' business operations as well as the various health and human services programs we serve.

Key Responsibilities:

  • Facilitate requirements gathering sessions with client stakeholders

  • Produce system design documentation and facilitate design validate sessions with client stakeholders and other internal SMEs

  • Work as functional analyst and with the client's business team to understand application business areas and lead JAD sessions to collect system requirements.

  • Be a liaison with the development and test team as projects move into the build and test phases of the SDLC

  • Assist clients in their preparation for accepting new system functionality (UAT/Deployment support)

  • Track SDLC activities against a project plan, report status to project management, identify and document mitigations to risks and issues and participate in project management meetings

  • Review, understand and assess impact of policy documentation on system design

  • Have prior experience or passion for Gov't Health & Human Services such as: Medicaid, SNAP, TANF, Child Care subsidies, Long Term Supports and Services, Child Support, Child Welfare Housing/Rental Subsidies or Unemployment Assistance.

The GPS Human Services Transformation offering designs and implements large, complex systems development and transformation projects to Human Service agencies across federal, state, and local government agencies as well as higher education institutions. With end-users, customers, and workers at the center, we collaborate with our clients to deliver quality human services and work to support individuals in need. Some areas that we focus on include Children Services, Eligibility & Enrollment, Child Support Enforcement, and Labor & Workforce Development.



  • Bachelor's degree or 6+ years of relevant industry experience

  • 5+ years experience as either a Business Analyst, Test Lead, Functional Analyst, Scrum Master, or Management Consultant

  • 1+ years experience working on an Agile SDLC project

  • 1+ years experience working on a Health & Human Services project

  • Knowledge of DOL Reporting (PIRL, Data validation), Salesforce or Dynamics

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

  • Ability to travel 20 - 50%, on average, based on the work you do and the clients and industries/sectors you serve.


  • Experience in workforce programs including Wagner-Peyser, Workforce Innovation Opportunity Act (WIOA), Trade Programs (TAA/TRA), and Reemployment Services and Eligibility Assessment Grants (RESEA)

  • Previous Gov't Consulting experience

    For individuals assigned and/or hired to work in Colorado, Deloitte is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of Colorado and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and delivery model. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $108,000 to $144,000.
