Deloitte's Government and Public Services (GPS) ICS Manager

The GPS Incurred Cost Submission (ICS) Manager will manage and prepare all schedules for the Incurred Cost Submission to the federal government and support related internal and external audits. Responsibilities include ensuring the submission is in accordance with the Defense Contract Audit Agency (DCAA) ICS requirements, including required schedules, reconciliations, supplemental/support files, and meeting all criteria defined on the DCAA ICS Adequacy Checklist. The ICS manager must also ensure, with collaboration with the Compliance team, that the submission meets the requirements of the Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS). Other responsibilities include reconciliation between systems, as well as supporting related analyses and audits. This role reports to the GPS Rates & Regulatory Reporting Leader and will work with the Home Office, Forward Pricing Rate Proposal (FPRP), Compliance, and GPS Cost Accounting teams as needed for data or reviews that cross between teams. Lastly, as the responsibilities of the team continue to grow, other financial-related activities and analyses will be assigned to this role.

The Team

The ICS team is part of the GPS Rates & Regulatory Reporting team that encompasses the ICS, Home Office, and FPRP teams. The ICS team is responsible for preparing the GPS practice's Incurred Cost Submission to the federal government, associated supporting schedules, audits, and analyses. This role also requires support of the systems and reports needed to prepare the submission. As manager of the team, you will lead these efforts.

Work You'll Do:

As a Manager within your team, you will:

  • Manage the preparation of the Incurred Cost Submission from all aspects with critical attention to regulatory requirements

  • Validate the Costpoint Production system ties to the Incurred Cost Submission underlying data

  • Recommend, prepare and/or review journal entries needed to meet FAR/CAS requirements

  • Recommend and work with IT to t est necessary changes and enhancements to systems and/or reports

  • Assist in the documentation and monitoring of internal controls, process improvements, and training

  • Utilize multiple financial and reporting systems to research adjustments, analytics, and reconciliations.

  • Support internal and external audits by gathering and compiling requested information . Present owned areas in audit walkthroughs as needed (e.g., pulling system data live, walking through reconciliations) .

  • P reparation and presentation as needed for internal and external (audit) meetings

  • Provide support to GPS Controller or GPS Rates & Regulatory Reporting Leader on special projects as assigned

  • Ensure Desk Aids, instructions, and Business Policies and Procedure documents (BPPs) are clear, accurate , and up to date for area of ownership

  • Assist and manage various ad hoc requests

    Required Qualifications:

  • Bachelor's degree in Accounting or Finance

  • Minimum 5 years of related accounting experience

  • Minimum of 3 yrs of experience working in a GPS Government contracting environment with an understanding of FAR and CAS regulations

  • Strong attention to detail and drive for accuracy and precision

  • Strong analytical and organizational skills

  • Prior experience with Enterprise Systems required (Costpoint, SAP, etc)

  • Experience with accounting system querying tools

  • Advanced Microsoft Excel skills required (v-lookups, pivot tables, nested sumifs, graphing results), including the understanding of data-mining techniques and modeling for efficiency

    Preferred Skills:

  • Critical thinking skills

  • Strong interpersonal communication skills, excellent verbal and written communication skills

  • Strong working knowledge of accounting principles and concepts

  • Ability to work in a virtual team environment

  • Ability to manage multiple priorities and work in fast-paced, dynamic environment

    The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $70,195 to $159,165.

    You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
