Do you want to help organizations expedite their recovery from crisis events, increase their operational efficiencies and compliance with grant requirements as well as minimize financial, operational, technology and regulatory risks through the transformation of policies, processes, people and technology infrastructure?

This position is a Project Delivery Model role with responsibility for facilitatinggrant compliance monitoring services for grant administration activities related to federally funded disaster grant programs. Individuals will provide subject-matter knowledge in a wide range of duties directly related to crisis recovery and disaster recovery grants administration of the Stafford Act or National Flood Insurance Act (NFIA) programs.

Individual shall possess the experience commensurate with the proven ability to perform the above stated duties.

Project based engagements are typically multi-year commitments, although the length of the project, the client's commitment to the project, and the continued need for your services on the project, are subject to change.

Position is expected to be based in Houston or Austin with expectation for daily on-site work from Deloitte or client locations.

Work you ll do:

  • Collaborate with federal, state and local organizations to provide federal disaster recovery and grants management support

  • Attend meetings between the PA applicants and FEMA, representing the state and applicant s best interests

  • Coordinate with the applicant and FEMA to supply applicable documentation to facilitate the formulation and review of project worksheets

  • Discuss potential "404 and 406 mitigation" projects, and improved and alternate project opportunities with FEMA and applicants - helping applicants understand and explore opportunities

  • Work with applicants to understand and implement applicable compliance requirements such as procurement, contracting, documentation and reporting of DAC, insurance, construction costs, repair costs, structural issues, architectural, engineering, hazard mitigation and cost estimating services.

  • Identify and monitor potential programmatic non-compliance, develop corrective action recommendations and support subgrantees in the resolution

  • Assist in the review and processing of reimbursement requests, processing of fund drawdown and subsequent disbursement of funds to sub grantees

  • Perform review, reconciliation and accounting procedures in accordance with established standards and in an accurate, thorough and timely manner

  • Support in the documentation and articulation of progress reports


  • Bachelor s degree with preference for a concentration in emergency management, finance, accounting, business administration, construction management, or related field

  • 0-3 years working with disaster related grants or related disaster response and recovery activities

  • Willingness to learn, interpret and apply federal, state, and local polices to specific recovery circumstances

  • Ability to work in a dynamic, fast-paced environment

  • Customer service experience with demonstrated ability to develop and maintain strong client relationships

  • Ability to learnnot required with extensive disaster or federal grants management experience

  • Strong written and verbal communication skills for report writing and client presentations

  • Experience using Microsoft Office suite of applications (e.g., PowerPoint, Excel, Word)

  • Must be organized and be able to handle multiple tasks
