Senior Pricing Manager - GPS Asset and Hybrid Business Solutions
The Deloitte Government & Public Services (GPS) Pricing & Estimating Group is seeking an experienced pricing professional in the Federal, State, Local, and Higher Education markets, specializing in the orchestration of proposals requiring PaaS, SaaS, IaaS, commercial item determinations and/or managed service pricing solutions. The ideal candidate will possess experience integrating the various components of hybrid proposals - labor, company assets, and third-party technology, providing responsive pricing solutions compliant with company, solicitation, and regulatory requirements. The position will:
Focus on the full life-cycle of asset-related pricing
Participate in establishing guidance and procedures for asset-related pricing
Provide oversight and governance to the pricing team as pertains to the asset pricing process
Advise on the incorporation of assets and specific pricing mechanisms to specific proposal opportunities
Work with other pricers on completing cost/price proposals for managed service, technology, and hybrid opportunities
The candidate will be expected to review RFP / RFQ documents and provide instruction / guidance to pricing teams addressing solicitation requirements and issues that arise in developing cost/price proposals. The candidate will develop and review solicitation questions that impact GPS pricing compliance and strategy in the area of pricing assets and third-party technology. Captures and tracks information for historical reference and audit support. Oversees the development and maintenance of analytical tools and methods, including development of artifacts to map products and services represented in proposals to their awarded contract structure.
Illustrative Duties and Responsibilities
Represent GPS Pricing in the firm s formal commercialization program(s), which are intended to prepare Deloitte IP assets for external sale via a license or subscription delivery model.
Participate in the development of a CAS-compliant cost basis for accounting and pricing of GPS technology assets.
Develop in-depth understanding of tax implications for product/inventory treatment vs. services treatment, learn the implications of these differences for Deloitte, and accurately incorporate these distinctions into proposal activity, including segregation and designation of product content in a proposal, as appropriate.
Develop a body of knowledge around GPS Assets/Hybrid business, go-to-market (GtM) methods, institutional constraints, and anticipated future evolution of expanded GtM options. Support the realization of these options from a Pricing lens. Advise teams on how to price and sell assets to GPS clients; participate in shaping discussions to make recommendations for future solicitation requirements that align to how Deloitte will sell assets. Participate in RFI responses involving pricing / selling of Assets
Work with the GPS Asset team as a dotted line report to stand up a smoothly functioning end-to-end pursuit process within GPS. Engage with other members of this virtual/matrixed team to ensure all risks for the firm are mitigated during the proposal process. Serve as an active member of the Assets team and maintain accountability to its operations lead in addition to the GPS Pricing & Estimating Group lead.
Serve as an advisor on Asset-related considerations in the design of Deloitte internal systems and tools in and around the pricing domain in addition to assisting in its integration with other tools that exist within the practice (e.g. pipeline management and accounting systems).
Responsible for intake, evaluation, fact-finding, and direct pricing support to all asset-related bids for the GPS practice. Make recommendations regarding implementation of new business processes that reflect industry best practices and streamline proposal activities for asset related bids in particular.
Oversee the development and maintenance of analytical tools and methods related to technology asset pricing to include opportunities proposed as managed services. Manage a system of documentation and review of internal and external comparative price data. Participate in and/or lead pricing strategy conversations for Deloitte IP assets at an asset level (not just at the project level).
Ensure compilation of artifacts and supporting documentation (e.g. compliance guidance, tax determination, legal/risk opinions, identification of resale content, billing requirements) is collected during the proposal development process and stored for future reference and audit support purposes. Perform cost model and post-award reconciliation audits for accuracy and compliance, and store post-award reconciliations with associated proposal s body of documentation.
Support or oversee modification of proposal templates/standard pricing models to ensure all required data points are captured in proposal documentation for reference in later phases of the engagement pursuit life cycle (e.g. appropriate billing unit account, material requirements, product vs. services cost components).
Responsible for governance activities related to pricing of GPS Assets, such as development of GPS Asset Pricing Processes and Procedures documentation, execution and signoff on regulatory controls, etc.
