Deloitte Government and Public Services OCI Risk Management Program Leader in Arlington, Virginia

The Organizational Conflicts of Interests (OCI) Risk Management Program (ORMP) Leader will serve as the primary subject matter expert and advisor to Practice leadership on matters related to OCI. The ORMP leader will in close coordination with OGC and Risk Management organizations be responsible for the development and management of the ORMP strategy. This comprehensive strategy will address OCI challenge within the Government and Public Sector portfolio that is comprised of Federal, State, Local, Higher Education, and International Donor clients. The candidate will be responsible for establishing the portfolio-wide processes and tools that are leveraged to manage portfolio-wide OCI risk. The candidate will report directly to the Managing Director of Contracts and is expected to integrate with market facing leadership to assess the strategic direction of the business devise appropriate strategy recommendations to address OCI and other contracts risks and compliance matters as appropriate.

The candidate will:

Act as the OCI subject matter expert for Practice leadership

Advance integration of effective OCI practices through the development and implementation of innovative policies and best business practices.

Collaborate with account leadership to facilitate the consistent execution of project level OCI management practices including the identification, mitigation, and management of OCI risk during project execution by line management and project teams.

Interpret and analyze various acquisition regulations and trends including case law to inform practice strategy and ensure related policies and procedures support compliant project level execution.

Track portfolio trends to provide an assessment of the health of the OCI Risk Management program and risk posture of the portfolio to Practice leadership.

Based on awareness of the overall OCI risk posture of the portfolio, support the development of proactive OCI strategies and business development plans in collaboration with, and as advisor to practice leadership.

Oversee the processes that support the compliant development and implementation of project level OCI mitigation plans and strategies.

Collaboratively practice-wide change management plans to support the effective implementation and continuous process improvement of the Practices OCI risk management program.

Oversee assigned staff and the effective implementation of the appropriate tools and electronic resources to support the OCI risks management program.

Provide direct support to strategic proposal development activities on OCI and other risk related matters.

Completes other duties as assigned.

Required Skills

  • Demonstrated ability to lead teams and work effectively and collaboratively with external stakeholders

  • Strong consultative and communication (written and verbal) skills

  • Command knowledge of Government contracting regulations and acquisition life cycle

  • Ability to operate in a demanding executive level environment

Required Education & Experience

  • 10 years of relevant work experience

  • Demonstrated ability to lead, mentor, and influence teams

  • 5 years of supervisory experience

  • Bachelor s Degree

Preferred Experience/Education

  • Juris Doctor
