PRICE TO WIN SENIOR Manager - Government & Public Services

The Sales Excellence team seeks a Price to Win (PTW) Senior Manager who will work with the extended Government and Public Services (GPS) industry to deliver competitor assessments and price-to-win target recommendations for deals in the Federal and Public Sector markets

Work you'll do:

You will be part of a multi-disciplinary team that is focused on "Driving to Win" by melding business, management, technical, and cost elements for winning proposals. In this role, you will lead the development and delivery of analyses and recommendations to capture teams and senior decision makers for $100M+ government acquisitions. The position involves collecting data and using a wide variety of techniques and tools to project likely competitor pricing, customer non-cost scoring outcomes, and competitor bid strategies. The position requires performing RFP-specific analyses on competitive costs, price trends, and historical bid prices to develop price-to-win targets (top down and bottoms up). Additionally, you will help create reports, briefings, and visualizations to provide insights for competitive advantage.

The successful candidate will possess:

• Strong written and oral communication skills

• Extensive experience working independently as well as collaboratively across large teams

• The ability to develop detailed knowledge of customer buying patterns and competitor bid tendencies

• Strong analysis and critical thinking to assess competitor strategies/capabilities and the resulting impact on pricing with the objective of guiding successful bidding strategies

• The ability to translate data into insights

Arlington, VA preferred; other Deloitte office locations or remote considered. Minimal travel required.



• Knowledge and understanding of the Federal Acquisition Regulation (FAR) and experience with pricing professional services for a Federal government contractor(s)

• 10+ years' experience in conducting decision-worthy competitor intelligence and competitive assessments

• 10+ years' experience with conducting top down and bottoms up priced-to-win analyses and coaching pursuit teams on price strategy for $100M+ bids

• Experience with working with quantitative models, diverse datasets, designing data tables to normalize data, and working with extended team to design dashboards and reports for providing insights from the data

• Combination of technical and business experience that enables the candidate to project competitor solutions and associated pricing for complex opportunities

• Strong analytical and problem-solving skills, with the ability to work independently, as well collaboratively in a virtual team environment, while managing multiple priorities and tasks

• Demonstrated ability to craft and deliver clear, concise, and impactful presentations that provide actionable intelligence and recommendations

• Bachelor's degree in Analytics, Accounting, Finance, Computer Science, Math, or similar

• Deep knowledge of Microsoft Excel, Word, PowerPoint, VBA, and macros

• U.S. Citizen


• Master's degree in Analytics, Business Administration, Accounting, Finance, Computer Science, Math, or similar

• Knowledge of the business development process, including phases and gates

• Experience with databases (e.g., SQL, python)
