Join our team of professionals in delivering strategic and tactical guidance to senior leadership in support of Federal proposal development efforts. Work you ll do As a Senior Proposal Executive on our team you will be responsible for:Capture Management:Lead the capture team in the development of a winning proposal strategyDevelop strategies for new business pursuits and retention opportunities, applying targeting/sales principles to identify win themes, create compelling messages, brainstorm solutions to challenges, and identify benefits for clientsLead pre-RFP activities and continuing through written / oral proposal development, negotiations, award and transition.Development and Implementation of the Win strategyProposal Management:Have direct accountability for three aspects of the proposal management group operations:Lead must-win proposal opportunities, providing strategic and tactical advice and guidance to senior leadership and client service teamsPerformance management of immediate team membersMake significant contribution to the development and continuous improvement of proposal management processes, tools, and templates.Provide the leadership, methodologies, procedures, tools, and templates to support Federal proposal development effortsHave responsibility across multiple, concurrent projectsAdjust to shifting priorities, stringent deadlines, last minute requirements, and frequent evening/weekend hours to accomplish tasks within non-negotiable client deadlinesProvide leadership to a diversity of matrixed proposal teams and directly affect the outcomes of assigned proposals, thereby positively affecting win rates.Act as the central point for the proposal development process: evaluate the solicitation; manage timely process; develop content that is clear, effective and consistent.Can assume this leadership role for extremely complex proposals,Guide proposal teams in developing a strategic approach: act in a strategic role from pre-RFP to oral presentation stages.Brainstorm solutions providing tactical advice and guidance with the ability to drive strategy and solutions that result in winning submissions.Lead and collaborate with the proposal development team manage team members to develop responses that meet the needs of potential clientsDebrief teams after proposal submittal Interview team members on successful or unsuccessful strategies and tactics,Share results as appropriate, and refining future proposal strategies and training. Proposal Writing:Transform strategic thinking into persuasive deliverables that differentiate Deloitte, such as proposals and oral presentationsWrite persuasively, including executive summaries and other critical components of deliverables, interpreting information from research profiles, meetings with proposal team members, client meetings, and understanding of the business and Deloitte s offeringsOperates with moderate independence making strategy and development decisions with some guidance and directionHandles strategy, research, analysis, ad volume development making strategic and tactical decisions and recommendations to the PPMD(s) and other team members.Works with significant autonomy in working with Deloitte personnel in development of their resumesProvides support and guidance in development of management volumes sections as required. QualificationsRequiredMinimum of ten (10) years in Federal Government proposal management, proposal development, and the direct management of proposal operational organizationsMinimum of five (5) years combined experience with any of the following: Strategic capture, business development, cost and pricing, federal contracts/acquisitionExperience in leading large complex proposals with values in excess of $100mExperience developing and leading multiple capture efforts simultaneouslyHave 10 years of work experienceDiversity of experience in large corporate organizations and small business concernsBachelor s degree (Masters desirable) with preferred concentration in Business, English, Journalism, Marketing or Communications, or comparable work experienceExcellent communicator both written and oralExperience leading teams in tactical and strategic discussionsExperience in public speaking and presentationsProficiency in Microsoft Word, PowerPoint and ExcelSubject matter knowledge of: Research and quantitative analysis / business writing Preferred:Training in formal capture/proposal methodologiesIndustry-wide best practices in proposal managementKnowledge and understanding of Federal procurement regulations and practices (including FAR and DFAR)Personnel/performance management, including areas such as EEO and employment lawProject management and Capture managementEditorial practice and standardsThis individual is typically responsible for:Performance management of three to five individual positionsManagement of proposal teams, both Deloitte and subcontractorProposal writing experience in a Big 4 or professional services environment a plus People and Project Management:Business operations/management experience delivering technical or management consulting services to federal clientsExperience with companies successfully marketing to federal civil and defense agencies involving large complex contractsA team player with an outstanding ability to work with people at all levels, including senior executivesDemonstrated ability to influence others, from staff to senior leaders through a strong presence, thoughtful challenges, and use of sound judgmentStrong interpersonal and political skills, including aptitude for building relationships, understanding team dynamics, taking initiative, and solving problemsKeen listener, with the ability to quickly grasp ideas to be reflected in written documents and presentationsAbility to read situations and adapt leadership style to achieve resultsAbility to work with grace and efficiency in a demanding, deadline-driven environmentTeam-oriented with a proven ability to manage multiple projects at onceDemonstrated initiative and problem solving abilityAttention to detail and exceptional follow-up skillsAbility to analyze information and make sound observations and recommendations quicklyHow you ll growAt Deloitte, our professional development plan focuses on helping people at every level of their career to identify and use their strengths to do their best work every day.
