Summary Job Description

  • Leads a portfolio of Accounts and/or Contracts [potentially across multiple accounts] in meeting the financial demands and needs of their business

  • Reports, presents and analyzes the financial performance of each account by reviewing financial performance.

  • Advises the Partner and Leadership team on Margin/Profitability Improvement Initiatives to include Risks and Opportunities to achieving Annual Planning Commitments and ongoing Forecasts

  • Specializes in engagement financial operations, to include compliance with internal and external policies and procedures and serves as the lead for all aspects of program and account financial management

  • Maintains thorough understanding and application of Federal Government contract requirements for account programs and engagements

  • Reports to the Federal Engagement Financial Management (FEFM) Sector Lead and leads a team of FEFM professionals supporting a portfolio of contracts (ranging approximately from $60M - $90M, that are relatively high in complexity)

  • Works with other Enabling Area Partners to ensure appropriate actions are met (e.g. Contracts, Subcontracts, Billing, Talent, Cost Accounting)

Illustrative Responsibilities

Responsibilities include but are not limited to:

Ongoing Program Financial Management, Planning, Monitoring

  1. Review project pricing, baseline estimates and set-up ofprojects giving special focus to contracts containing Special Terms (unbillable,special G&A, capped rates, GSA contract vehicles, etc.) through review ofCost Proposal, Contract and involvement in Project Kickoff

  2. Manage financial performance of contracts and/or accountsto ensure compliance, accurate reporting, and appropriateness of revenuerecognition

  3. Manage Labor, Subcontractor, ODC, and Material costingacross a portfolio of accounts including internal reporting and PO commitments

  4. Manage project and/or account financials to includeunbilled balances, aged AR, receivables, and any non-standard accountingissues. This could include, as an example, development of accountingposition papers.

  5. Manage account Plan financials to include actuals,backlog, and variance to plan analysis

  6. Manage the financial project closeout results to includefinal unbilled resolution and engage with Contracts and Billing teams asrequired

  7. Review and provide guidance on contractual matters asrelated to proper set-up & modification for new and existing orders

  8. Work with contract and/or account leaders to adhere tocontractual requirements, such as funding notifications, labor categorycompliance, period of performances, funding limits and at-risk positions.

Month-End Close

  1. Oversee contract and/or account expenditures and ensure timelyand accurate processing, including accounts payable, subcontracting, andprocurement charges

  2. Review project set-up by reviewing pricing models,staffing forecasts, government contract, and monitoring contract requirementswith the end goal of ensuring proper revenue recognition and billing formulaassignment. This includes working with thePartner and Leadership teamtounderstand period revenue adjustments as appropriate.

  3. Advise the Partner and leadership team on the Bid &Proposal policy guidance for each account and ensure correct time and expensemonitoring.


  1. Interact frequently withPartners and Leadership teamtopresent various account analyses, discuss recommendations, and provide projectfinancial advice. This includes, but is not limited to, period closeresults and variance analyses.

  2. Provide analysis toPartnersand Leadership teamon Indirect Rate impacts, to include FPR,PBR, ICS changes.

  3. Monitor account receivables and help resolve any contractissues by liaising with Federal Contracts, Centralized Billing and/or BP&A.

  4. Manage contract and/or account backlog reporting toinclude program projections, account rollup, and variance to Plan

Annual Planning/Ongoing Forecasts

  1. Work with thePartnerand the Leadership teamto provide updates to account plans asappropriate to help Sector Leaders complete required Federal forecastingprocesses.

  2. Review contract and/or account backlog/pipeline with thePartner and Leadership teamtounderstand and report impacts to required Federal forecasting processes.

Ad-Hoc Reporting/Support

  1. Help drive increased profit on Contracts and/or Accountsthrough various initiatives and analyses

  2. Maintain involvement in strategizing, planning, andimplementation of IT System related procedures and policies

  3. Develop and implement standards and processes for projectmanagement, quality management, and risk management

  4. Manage contract and/or account audit activities as needed

General Management

  1. Contribute to the growth and development of the overallEngagement Financial Management team through active involvement in one or moreteam initiatives

  2. Manage and oversee activities performed by Analysts andstaff

  3. Conduct quality reviews of and provide feedback on thetechnical work products of

  4. Participate in formal mid-year and year-end performanceassessment activities for each account, assigned staff, and counselees

Required Qualifications

  • Bachelor s Degree in Finance, Accounting, or related discipline preferred; Master s Degree in Finance or Accounting (or Equivalent) preferred.

  • Minimum of 6-9 years of government contracting financial management experience.

  • In-depth knowledge of and working experience with Federal government contracting (FAR, CAS requirements)

  • Extensive understanding of federal compliance strategies, such as time and expense recording, allowability and allocability of costs, in/direct cost principles, and procurement policies

  • In-depth analytical abilities including issue identification and resolution tracking

  • Experience summarizing and producing management reports

  • Microsoft Office (including advanced Excel and PowerPoint skills)

  • U. S. Citizenship is Required
